  17. I have same problem with Hayes 28.8 Optima in IBM 755Cs, Win 3.1.  I 
  18. have been assuming it's a problem with PCMCIA Card and Socket services
  19. limiting throughput, and buffers filling up.  Sometimes this gets as
  20. bad as 0.1 KBytes per second (estimated download time 12 hours!!). A
  21. friend with IBM with built-in DSP modem downloaded the same file in
  22. 12 minutes from the same ISP.....

  24. Ideas????? (I know, change computers -- wrong!)
